Building a Regional Workforce Consortium for Technology Pathways

01Context

The Bay Area faced a persistent gap between employer demand for technology talent and the capacity of public education to deliver aligned training. Colleges operated independently, employers struggled to communicate needs, and learners had no clear path to IT and cybersecurity careers.

02Challenge

Regional stakeholders lacked a unified structure to align education, workforce, and industry partners. Efforts were fragmented, with inconsistent data, disjointed outreach, and limited digital infrastructure to sustain collaboration or track impact across institutions.

03Action

We supported the development and operational launch of BayICT.org, working alongside community colleges, employers, and sector intermediaries to create a centralized regional workforce hub. Work included:

  • Developing the initial program and technical infrastructure to connect partner colleges and employers
  • Building the BayICT.org website and branding to serve as a regional coordination platform
  • Supporting governance discussions and partner alignment to sustain funding and participation
  • Establishing communication channels, program intake workflows, and digital systems to reduce friction and improve coordination
04Outcome

BayICT Partnership website became the anchor platform for the Bay Area ICT workforce consortium, which connected multiple colleges, industry partners, and public agencies in a single regional ecosystem. The site defines shared priorities, showcases active programs, and supports talent pipelines for in-demand tech occupations. This work formalized collaboration across institutions and positioned the Bay Area as a model for cross-sector workforce alignment in information technology.
