Ray works with clients on strategy and partnerships, bringing leadership experience across industry, workforce development, and higher education. In the California Community College system, he led workforce initiatives at Foothill College, San Mateo Community College, and the state Chancellor’s Office, helping launch the California Online College. He previously held roles at Apple and Silicon Valley startups, and holds an MBA from UC Berkeley and an Ed.D. from San Francisco State University.

Carl is our curriculum and partnerships specialist at Eleven Tenths, with more than 40 years of experience in the construction trades and apprenticeship training. He served as Training Director at the Loyd E. Williams Pipe Trades Training Center for U.A. Local 393, where he led one of the nation’s most respected apprenticeship programs and mentored thousands of workers. At Eleven Tenths, Carl continues to champion apprenticeship as a first-rate educational pathway by developing curricula and building partnerships that connect education, industry, and careers.

Sarah is our program management and strategy specialist at Eleven Tenths, bringing two decades of experience leading education, workforce, and community initiatives. She has managed projects for organizations including BayICT, the Santa Cruz County Office of Education, Cabrillo College, and Your Future Is Our Business, with expertise in strategic planning, grant writing, and program coordination. At Eleven Tenths, Sarah develops and facilitates workshops, builds partnerships, and ensures smooth implementation of programs that expand opportunities for students and communities.

Katie is our research lead and curriculum specialist at Eleven Tenths, bringing extensive experience in social work education and program design. She is an Associate Professor at California State University, Stanislaus, and has also directed Field Education at San José State University while consulting with community colleges across California. Katie holds a Ph.D. from the University of Utah and an MSW from CSU Sacramento, and her expertise in research, curriculum, and partnerships strengthens our mission to expand equitable pathways for students.

Valerie is our customer support and LMS administrator at Eleven Tenths, with more than 20 years of experience in IT leadership, project management, and technical support. She has served as CIO for the Yukon-Kuskokwim Health Corporation, managed statewide IT initiatives for the Alaska Native Tribal Health Consortium, and worked as an instructional designer at the University of Alaska Fairbanks. Valerie combines technical expertise with customer-focused service to ensure smooth program delivery and responsive support for learners and partners.

Raymond is our project management and operations specialist at Eleven Tenths, with deep experience in construction, technical training, and workforce development. He previously served as Executive Director of the Apprentice & Journeymen Training Trust Fund, where he oversaw curriculum development and instruction for plumbing and piping apprentices across Southern California. With more than a decade of experience spanning project management, BIM leadership, and union organizing, Raymond brings both industry expertise and a commitment to building effective training systems that connect learners to high-demand careers.

Josh is our logistics and facilities specialist at Eleven Tenths, serving as a client liaison and ensuring smooth project operations. With over a decade in the skilled trades, he has worked as a welder, pipefitter, and boilermaker, earning multiple AWS welding certifications and extensive safety training (OSHA 30, MSHA 120). He also brings teaching experience from Blackhawk Technical College and his work as a welding coordinator, combining technical expertise with a passion for instruction and problem-solving.

Lauren is our design and digital strategy lead at Eleven Tenths, specializing in marketing, web development, and creative communications. She has built campaigns and digital platforms for education and workforce initiatives, and her broader design portfolio spans branding, websites, and marketing assets for clients across industries. At Eleven Tenths, Lauren draws on this creative expertise to craft engaging digital experiences that connect students, colleges, and employers.
